Consumer Rights Notice
Notice to Clients and Consumers
In accordance with Texas House Bill 4224 and rules of the Texas Behavioral Health Executive Council (BHEC), clients and consumers are entitled to the following rights:
1. Access to Records
A client or consumer has the right to request a copy of their health records from the licensee. Requests for records will be processed in compliance with applicable state and federal laws governing confidentiality, access, and release of information.
2. Complaints to the Behavioral Health Executive Council
A client or consumer may contact the Texas Behavioral Health Executive Council (BHEC) to obtain information about filing a complaint against a Licensed Professional Counselor (LPC).

3. Consumer Complaints to the Office of the Attorney General
A client or consumer may file a consumer complaint with the Texas Office of the Attorney General, Consumer Protection Division.
